Milan and Marseille: Southern Europe's Two Network Gravity Wells

Southern Europe is usually treated as a latency problem to be solved from somewhere else. Serve Italy from Frankfurt. Serve the Mediterranean from Amsterdam. Serve North Africa from wherever you already are, and hope.

That framing is a decade out of date. Southern Europe now has two network gravity wells of its own, and they do different jobs. Milan is a peering market. Marseille is a cable landing. Understanding which one your traffic needs is most of the decision.

Milan: where Italian traffic is exchanged

Italy's interconnection is concentrated in Milan, and the concentration is not marginal.

MIX-IT — the Milan Internet Exchange, founded in 2000 — records 398 connected networks in PeeringDB as of August 2026. That is more than DE-CIX Madrid (189) and more than any single Warsaw exchange platform. MINAP, Milan's second exchange, records a further 113.

MIX is unusual among European exchanges in operating its own data centre on the Caldera campus rather than existing purely as a fabric across third-party facilities, and it holds ISO 27001 and Open-IX OIX-1 certification.

The practical read: Italian eyeball networks are reached from Milan by peering. From Frankfurt, most of them are reached by transit. For an application whose users are in Italy, that is the difference between a path you can reason about and a path somebody else controls.

Marseille: where continents are joined

Marseille is a different kind of asset, and it is worth being precise about what it is and is not.

Marseille is not primarily a peering market — it is a cable landing station cluster. Digital Realty's Marseille campus sits at the point where Mediterranean subsea systems come ashore, including 2Africa and SeaMeWe-6, and the operator's own campus material describes access to 18 subsea cable systems. The city's rise in the interconnection rankings over the last decade is a direct consequence of that: it is the shortest sensible European landing point for traffic to and from Africa, the Middle East and much of Asia.

What that means for you depends entirely on your traffic:

  • If your users are in France, Paris is the peering market and Marseille is not a substitute for it.
  • If your users are in North Africa, the Middle East or South Asia, Marseille is frequently the closest European point in path terms, not just in kilometres.
  • If you are buying transit or IP capacity toward those regions, being on the same campus as the landing stations removes a backhaul leg you would otherwise be paying for twice.

Choosing between them

The two cities answer different questions, so the decision procedure is short:

The physics, so the numbers stay honest

It is easy to oversell a location, so anchor the claim to something checkable. Light in fibre travels roughly 200 km per millisecond. Milan to Frankfurt is about 520 km as the crow flies; the fibre route is longer. That sets a floor of roughly two and a half milliseconds each way and nothing more.

The floor is almost never what people are actually complaining about. What they are complaining about is the variable part above the floor: transit hops, congested links at peak, asymmetric return paths, and traffic that leaves the country to be exchanged and comes back. Choosing Milan for Italian users does not primarily save you distance. It removes an entire class of routing uncertainty.

Which is why the only serious way to evaluate this is measurement.

How to verify before committing

  1. Measure from inside the destination networks. RIPE Atlas probes hosted in Italian, Tunisian or Egyptian ISPs will show the real path from a real user network. Your laptop's traceroute measures your office's transit, not your customers' experience.
  2. Read the AS path. A 30 ms round trip via two peers is a better long-term bet than a 25 ms round trip via four transit providers, because the second one is far more likely to change without warning.
  3. Test peak hours. Off-peak numbers measure the floor. Your users are not off-peak.
  4. Check both directions. Asymmetric routing is normal, and a good forward path frequently pairs with a return path that goes somewhere unexpected.

When southern Europe is the wrong call

  • Your traffic has no southern weighting. Then this is a solution to a problem you do not have, and the bigger northern hubs reach more of Europe without transit.
  • You need maximum peer density above all else. Frankfurt records 1,017 connected networks and Amsterdam 861; nothing in the south is in that range.
  • This would be your only site. Redundancy is a separate design problem and it should not be solved by picking a nicer single location.
