A VPS shares CPU time and disk queues with tenants you cannot see, which is fine for staging and small sites and painful for a database under sustained load. If you are already sizing up to avoid throttling, or your tail latency moves for reasons you cannot explain, the machine next door is usually the reason.

Yes. The hardware is yours, so nested virtualisation works — Proxmox, KVM, VMware or a container host on top of the base OS. Most VPS providers block this because you are already inside their hypervisor.

A cloud instance is a slice of a shared host billed per hour, with egress metered separately. A dedicated server is the whole host on a flat monthly price with an unmetered port. Above a handful of consistently-loaded instances the dedicated per-core cost is usually lower, and there is no traffic bill on top of it.

Where a contract or an auditor asks for isolation, "the physical machine has no other tenants" is a stronger and simpler answer than describing a hypervisor isolation model. It does not by itself make a deployment compliant — that still depends on how you configure and operate it.
